The rooftop is a public bar rather than a filming set piece, and access depends on the day, the season and private events, so check the hotel's own hours before you plan around it. The ground-floor lobby and the exterior sign are reliable stops if the roof is closed.
Where was Victrola in Gossip Girl filmed?
Victrola was not a real nightclub. The burlesque scenes were shot at a New York venue standing in for the club Chuck buys in Season 1, which is why the interior looks nothing like the exterior establishing shots. It is worth seeing as a location, but there is no Victrola to book a table at.
